COVID-19 rules for Spring Festival Travel in various locations

To cope with the challenging situation of epidemic prevention and control, 31 provinces, municipalities and autonomous regions released rules for trans-provincial travel. People from different risk-level areas have to abide by the following requirements or possess the following materials when traveling to the indicated cities:

To Beijing

From low-risk areas: a green health code, register personal information on the JingXinXiangZhu (京心相助) WeChat mini program, make contact with their community or company in advance. People from low-risk areas under closed management in Beijing should have their health conditions monitored locally for 14 days.

From medium-risk areas: a negative nucleic acid test report conducted within 72 hours before boarding; a 14-day home observation or isolated observation when the conditions for home observation can't be met.

From high-risk areas: a negative nucleic acid test report conducted within 72 hours before boarding; a 14-day isolated observation.

Anyone in close contact with a confirmed or asymptomatic case should have a strict "14+7+7" health management service – a 14-day isolated medical observation at designated sites such as hotel rooms, followed by a 7-day home monitoring of health conditions, with an ensuing 7-day general monitoring of health conditions.

To Tianjin

From low-risk areas: a negative nucleic acid test report conducted within 7 days, a 14-day home quarantine and medical observation, a nucleic acid test every 7 days during observation.

From medium or high-risk areas: people who have left the medium or high-risk areas for 14 days and hold a negative nucleic acid test report can move freely; people who have left for less than 14 days should provide a negative nucleic acid test report conducted within 3 days before arrival in Tianjin, and must undergo an isolated observation until they have left for 14 days, as well as two nucleic acid tests.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: in addition to Shijiazhuang, Xingtai, Langfang in Hebei province and Daxing district in Beijing, people from other low-risk areas in the districts or cities where a medium or high-risk area is located should provide a negative nucleic acid test report conducted within 3 days; those unable to provide a report should immediately take a nucleic acid test and stay home for observation until the result is issued.

For people engaged in high-risk work such as loading, unloading, handling and transport of imported goods (including cold chain food), port quarantine, border inspection and isolated cases transit: a negative nucleic acid test report conducted within 3 days before arrival in Tianjin, those unable to provide a report should immediately take a nucleic acid test. Returnees should have a home quarantine until they have been in Tianjin for 14 days and have a nucleic acid test every 7 days; other people should have a home quarantine until they have left the exposed environment for 14 days and have a nucleic acid test every 7 days. Amid home quarantine, people should have their body temperature measured twice a day and stay home as much as possible.

To Shijiazhuang, Hebei province

At the Hebei province epidemic prevention and control press conference held on Jan 12, it was requested that epidemic control sites be set up at all the borderline entrances and exits of Shijiazhuang and its Gaocheng district, as well as Xingtai and its county-level city of Nangong. People with intention to enter or leave the above areas should be persuaded to abandon the journey. Twenty-four-hour patrols will be conducted on the rural roads of the above areas to ensure that vehicles and personnel will not leave the villages, counties, and cities. In the cities of Shijiazhuang and Xingtai, pavement patrols by traffic police will promptly discover and deal with vehicles and personnel traveling in violation of relevant rules.

People from Shijiazhuang who are in other places should not return to the city unless absolutely necessary. They must contact their community before returning.

To Taiyuan, Shanxi province

From low-risk areas in Hebei province: a negative nucleic acid test report conducted within 72 hours; people unable to provide a report should immediately take a seamless and hermetic nucleic acid test followed by a 14-day home quarantine and medical observation.

From other low-risk areas: a green health code and a digital travel record, report to their administrative division.

From medium-risk areas: a 14-day home quarantine or isolated observation when the conditions for home observation can't be met, two nucleic acid tests.

From high-risk areas: a 14-day isolated observation, two nucleic acid tests.

To Hohhot, Inner Mongolia autonomous region

From low-risk areas: a green health code.

From medium-risk areas: a valid negative nucleic acid test report conducted within 7 days and a 14-day health monitoring.

From high-risk areas: a 14-day isolated observation and medical observation, a 7-day home quarantine and medical observation, three nucleic acid tests and a serum antibody test.

To Shenyang, Liaoning province

From low-risk areas: a health code, no contact with confirmed or suspected case.

From medium or high-risk areas: a 14-day isolated observation, have a nucleic acid test every three days during quarantine and 7 days of health monitoring in the community after quarantine.

To Changchun, Jilin province

From low-risk areas: report to their community and follow the arrangement of community staff.

From medium-risk areas: a 14-day home quarantine, three nucleic acid tests.

From high-risk areas: a 14-day isolated quarantine and a 7-day home quarantine for those with conditions for home quarantine, a 21-day isolated quarantine for those without conditions for home quarantine, four nucleic acid tests.

To Harbin, Heilongjiang province

From low-risk areas: a green health code.

From medium or high-risk areas: report to their community (village) or company or the hotel they are staying at, a 14-day isolated medical observation, a 7-day community health management period, three nucleic acid tests.

To Shanghai

From low-risk areas: a green health code.

From medium-risk areas: a 14-day community health management, two nucleic acid tests.

From high-risk areas: a 14-day isolated quarantine and observation, two nucleic acid tests.

People who come from medium or high-risk areas have to report to the community or company or the hotel they are staying at within 12 hours after arrival in Shanghai.

To Nanjing, Jiangsu province

From low-risk areas: a green health code.

From medium-risk areas: those who have left the medium-risk areas for less than 14 days must be quarantined until they have left for 14 days; all individuals have to stay at home for observation until they have been outside the medium-risk areas for 28 days.

To Hangzhou, Zhejiang province

From low-risk areas: a green health code.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, people unable to provide a report should take a nucleic acid test after arrival in Hangzhou immediately.

From high-risk areas: a 7-day home observation and a 7-day daily health monitoring, a 7-day isolated observation for those without a fixed residence in Hangzhou.

To Hefei, Anhui province

From low-risk areas: a negative nucleic acid test report conducted within 3 days for those coming from places with locally transmitted confirmed cases, a green health code for those coming from places without locally transmitted confirmed cases.

From medium-risk areas: report to the community within 6 hours after arrival in Hefei, a 14-day community health management, two nucleic acid tests.

From high-risk areas: report to the community within 6 hours after arrival in Hefei, a 14-day isolated health observation, two nucleic acid tests.

To Fuzhou, Fujian province

From low-risk areas: a green health code.

From medium-risk areas: a 14-day home quarantine and medical observation, two nucleic acid tests.

From high-risk areas: a 14-day isolated medical observation, two nucleic acid tests.

From Hebei province and the administrative divisions where a medium or high-risk area is located: a negative nucleic acid test report conducted within 7 days.

To Nanchang, Jiangxi province

From low-risk areas: a green health code.

From medium or high-risk areas: a green health code, a negative nucleic acid test report conducted within 7 days, report to their community in advance.

To Jinan, Shandong province

From low-risk areas: a green health code.

From low-risk parts of high-risk epidemic areas: take a nucleic acid test at the concentrated service sites and stay there until the result is issued.

From medium or high-risk areas: take two nucleic acid tests (interval of at least 24 hours), a serum antibody test at the concentrated service sites, a 7-day home quarantine.

To Zhengzhou, Henan province

From low-risk areas: a green health code.

From medium or high-risk areas: report to their community/company, a nucleic acid test, a 14-day isolated observation or home quarantine.

From relevant areas of medium or high-risk areas: a 7-day home health monitoring, two nucleic acid tests.

To Wuhan, Hubei province

From low-risk areas: a green health code.

From medium or high-risk areas: have isolated observation or conduct home medical observation and health monitoring until they have been outside the local area for 14 days, two nucleic acid tests, one antibody test; those who have been outside the area for more than 14 days should have health monitoring in the community, one nucleic acid test and one antibody test.

To Changsha, Hunan province

From low-risk areas: a green health code.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, a green health code; people unable to provide a report should immediately have a nucleic acid test or a 14-day isolated medical observation after arrival in Changsha.

From high-risk areas: a 14-day isolated observation, two nucleic acid tests.

To Guangzhou, Guangdong province

From low-risk areas: a green health code.

From Macao: take a nucleic acid test in advance at an institution recognized by Guangdong and Macao, complete the customs health declaration within 24 hours before entry, and obtain the "customs clearance certificate" of the Guangdong local health code.

From medium-risk areas: a 14-day home quarantine and medical observation; take a nucleic acid test on the day of arrival.

From high-risk areas: a 14-day isolated observation and medical observation, two nucleic acid tests.

To Nanning, Guangxi Zhuang autonomous region

From low-risk areas: green health codes of Guangxi and the place they are coming from, no travel to medium or high-risk areas within 14 days.

From medium-risk areas: a 14-day home medical observation, a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result, report to the community in advance.

From high-risk areas: a 14-day isolated medical observation, a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result, report to the community in advance.

To Haikou, Hainan province

From low-risk areas: a green health code, individual movement track.

From medium-risk areas: a negative nucleic acid test report conducted within 3 days, people unable to provide a test report should immediately take a nucleic acid test and stay there until the result is issued.

From high-risk areas: a 14-day isolated observation, two nucleic acid tests.

From Macao: a green health code or sign a printed-out personal health declaration form, a negative nucleic acid test report conducted within 7 days.

To Chongqing

From low-risk areas: a green health code.

From medium or high-risk areas: a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result; have a nucleic acid test locally or a 14-day home isolated observation without these materials.

To Chengdu, Sichuan province

From low-risk areas: a green health code.

From medium or high-risk areas: a 14-day isolated observation, at least two nucleic acid tests.

From cities with subordinate districts involved in medium or high-risk areas: a negative nucleic acid test report conducted within 7 days; people unable to provide a report should take a seamless and hermetic nucleic acid test immediately.

To Guiyang, Guizhou province

From low-risk areas: a green health code.

From medium or high-risk areas: close contacts of confirmed or asymptomatic cases should have a 14-day isolated observation, a 14-day home quarantine and five nucleic acid tests.

People from low-risk areas in the cities or prefectures where a medium or high-risk area is located should take a nucleic acid test put on record in the community or village where they live.

To Kunming, Yunnan province

From low-risk areas: a negative nucleic acid test report conducted within 7 days; people unable to provide a report should immediately take a nucleic acid test within 24 hours after arrival in Kunming.

From medium-risk areas: a 14-day home quarantine and medical observation, two nucleic acid tests.

From high-risk areas: a 14-day isolated observation during which three nucleic acid tests are required, after the observation, a 14-day home quarantine during which a nucleic acid test is required.

To Xi'an, Shaanxi province

From low-risk areas: a 14-day health monitoring, at least one nucleic acid test.

From medium or high-risk areas: report to their community (village) three days in advance, a 14-day isolated observation, two nucleic acid tests.

To Lanzhou, Gansu province

From low-risk areas: a green health code.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, a 14-day health monitoring in the community, at least three nucleic acid tests; people unable to provide a report should immediately take a nucleic acid test under temporary observation.

From high-risk areas: a 14-day isolated observation, at least three nucleic acid tests.

To Xining, Qinghai province

From low-risk areas: a green health code.

From medium or high-risk areas: a green health code, a negative nucleic acid test report conducted within 7 days, a 14-day isolated observation, actively report to their community or hotel.

To Yinchuan, Ningxia Hui autonomous region

From low-risk areas: a green health code.

From medium or high-risk areas: a negative nucleic acid test report conducted within 3 days, a 7-day home health monitoring, two nucleic acid tests.

To Urumqi, Xinjiang Uygur autonomous region

From cities with confirmed cases in Hebei, Liaoning, Heilongjiang and Jilin provinces, Shunyi district in Beijing and Hulunbuir in Inner Mongolia autonomous region: isolated observation is required after a nucleic acid test.

From Beijing (excluding Shunyi district): have a home quarantine and a nucleic acid test every three days until they have been outside Beijing for 14 days.

From areas outside of the above areas: Xinjiang's passing code, a green health code; a negative nucleic acid test report conducted within 7 days is preferred.

To Lhasa, Tibet autonomous region

From low-risk areas: a green health code, a negative nucleic acid test report conducted within 3 days.

From medium or high-risk areas: a green health code, a negative nucleic acid test report conducted within 3 days, check travel routes (isolated observation is required if he/she once visited risk areas).
