On Aug 10, in order to fully use global talent in the enhancement of regional innovation levels and in the expansion of cooperation and the opening-up of science and technology, Guangxi launched the pilot for government-supported science and technology projects led by foreign (overseas) scientists.

Except for in special circumstances - such as situations affecting national security, overseas scientists are to be encouraged to lead and participate in the application relying on domestic and foreign independent legal entities registered in the region. They are able to undertake R&D tasks through fair competition in major scientific and technological projects in Guangxi, special projects in Guangxi's key research and development plans, and Guangxi science and technology bases and talent special projects.

The person in charge of a project (subject) should meet four qualifications, and the declared items should be in the scope of the pilot projects and meet the requirements of the reporting guidelines.

The applicants should possess foreign nationality or be permanent residents of Hong Kong, Macao, and Taiwan, and meet one of the conditions listed for foreign high-end talents (Class A) of the Classification Standard for International Talents. They must have no criminal record, no anti-China remarks or similar behavior, no bad scientific research records or related disputes, and no intellectual property infringements or disputes.

The applicants should have been engaged in scientific research in the field of application for a long time, and have achieved outstanding results. In addition, applicants should have a stable and close cooperative relationship with the project application unit (enterprises and institutions), or be identified by an overseas institution that has signed cooperation agreements with Guangxi since 2015 and that is responsible for the joint research field or project under the agreement.

The application unit must designate an incumbent from the project team as the project executive, responsible for coordinating project application, implementation and related management. Projects that are classified or related to sensitive scientific research fields are not accepted.

For science and technology planning projects led by overseas scientists, it is necessary to clearly stipulate the ownership and distribution of rights and interests of the project results, intellectual property rights, etc. through assignment letters and employment contracts. Projects with industrialization value results are encouraged to first be transformed into practice in Guangxi.

我区启动国（境）外科学家领衔承担科技项目试点工作

为了充分利用全球资源提升我区创新水平，扩大科技对外开放合作，8月10日，广西启动国（境）外科学家领衔承担政府支持科技项目试点工作。

除涉及国家安全等特殊情况外，鼓励国（境）外科学家依托在我区境内注册的内、外资独立法人机构，领衔和参与申报广西科技重大专项项目、广西重点研发计划专项项目、广西科技基地和人才专项项目，通过公平竞争承担研发任务

作为项目（课题）负责人的国（境）外科学家，应符合四项资格条件，且在试点项目范围中领衔申报项目，应符合各类项目公布的申报指南要求

作为项目（课题）负责人的国（境）外科学家，应符合四项资格条件：一是具有外国国籍或中国香港、澳门、台湾永久居民，且符合《外国人来华工作分类标准》外国高端人才（A类）所列条件之一。二是无犯罪记录；对华友好，没有发表过反华或伤害中国人民感情的言论或类似行为；无不良科研记录或相关争议；无侵权行为或发生知识产权纠纷。三是长期在申报领衔项目的领域中持续从事科研工作，并取得突出成果。四是自愿参与广西科技创新工作，与项目申报单位（广西企事业单位）有稳定、紧密的合作关系，或为2015年以来与广西签订合作协议的国（境）外机构确定的、负责协议联合攻关领域或项目的国（境）外科学家。

牵头申报单位必须在项目组成员中指定一名本单位在职人员作为项目常务负责人，负责协调统筹项目的申报、实施以及相关管理。不接受申报涉密或有关敏感科研领域内容的项目。

符合上述条件的国（境）外科学家在试点项目范围中领衔申报符合要求的项目，将按照广西科技计划项目的评审程序和方式进行。国（境）外科学家领衔的科技计划项目，需通过任务书、聘用合同等明确约定项目成果和知识产权的归属及权益分配。项目成果具有产业化价值的，鼓励首先在我区境内转化。
