Guangxi's poverty alleviation measures resolve COVID-19 impact

Since the beginning of this year, nine government departments in Guangxi, including the Guangxi Poverty Alleviation Office, have issued policies to fight the novel coronavirus (COVID-19) pandemic and poverty, clarifying 17 "hardcore" measures in seven areas to resolve the adverse impact of the COVID-19 epidemic on poverty alleviation efforts.

The Poverty Alleviation Office of the State Council affirmed the policies and measures of Guangxi, as well as published and promoted them with newsletters.

Guangxi has greatly supported the production and development of poverty alleviation industries. Relevant departments have set up "green channels" for agricultural products and production materials, lowered the threshold for industrial rewards and subsidies, increased the issuance of microcredit for poverty alleviation, as well as supported impoverished households in developing industries and expanding production.

As of the end of June, the entire region had completed the acceptance of the industrial development of 904,700 impoverished households, as well as distributed 3.14 billion yuan ($451.24 million) in rewards and subsidies. It also added 5.87 billion yuan in poverty alleviation microcredit, involving 131,800 impoverished households.

Guangxi has promoted stable employment of impoverished laborers. It has helped impoverished people find jobs through multiple channels and implemented measures to stabilize their positions. As of the end of June, 2,568,900 migrant workers have been employed, which was 105.28 percent of the number in 2019. A total of 3,644 poverty alleviation workshops and 433 poverty alleviation leading enterprises in the region resumed work and production, employing 66,400 impoverished laborers.

The region has also accelerated the implementation of poverty alleviation projects. It supervised all cities' implementation of the preferential policies to support and promote the early and full start of poverty alleviation projects. As of the end of June, Guangxi has 45,929 projects under planning for 2020, of which 45,489 projects have been started, with an operating rate of 99.04 percent, ranking first in the country.
