According to a list issued by China Customs, Beihai was listed on the "Top 100 Foreign Trade Cities in China" in 2018.

The selection criteria of the "Top 100 Foreign Trade Cities in China" included 25 indicators of five major items: horizontal competitiveness, structural competitiveness, efficiency competitiveness, development competitiveness, and potential competitiveness. It calculated the comprehensive competitiveness of foreign trade of cities above city level.

Beihai has enjoyed a stable development of foreign trade and its total foreign trade value broke through 30 billion yuan ($4.25 billion) in 2018. This is due to the ongoing reforms of Beihai Customs to optimize the business environment in the city.

In 2018, Beihai Customs took the lead in realizing the customs supervision and innovation system of storing goods according to status classification in Guangxi, revitalizing 18,000 square meters of idle workshops in the Beihai export processing zone, as well as reducing the logistics cost by 3-5 percent for the surrounding industrial park enterprises.

Beihai Customs promoted the reform of customs clearance integration in the Beihai Port, participated in the promotion of single window applications, and implemented seven measures to reduce the overall customs clearance time. The import customs clearance time of Beihai Port in 2018 remained first in the coastal area, and the export customs clearance time was reduced by 88.2 percent.

Beihai Customs also launched the model of integrating Internet Plus with administrative examination and approval to simplify the types of regulatory documents, as well as promote the reform of tariff guarantee insurance.
