Guangxi intensifies crackdown on migrant worker wage delay

Guangxi plans to enter information of all migrant construction workers in the region into a real-name public service platform, and issue them exclusive wage cards by Feb 4 in an effort to rein in malicious salary delays.

As of Dec 31, 2018, information of 338,000 migrant workers had been collected, and 274,000 wage cards had been issued, according to the Department of Housing and Urban-Rural Development of Guangxi Zhuang Autonomous Region.

For decades, many employers – especially those in fields that employ large numbers of migrant workers, such as housing construction – have been delaying or refusing payment to their workers, resulting in complaints or social conflicts.

To strengthen supervision, Guangxi requires construction firms to use attendance equipment connected to the new public service platform.

Local banks will also offer payroll agency services to make sure that migrant workers are paid in full and on time. The dedicated wage card – "Gui Jian Tong" – exempts the user from fees related to account maintenance, short message reminders, and withdrawing cash from the ATMs of other banks.
