Hechi's arbitration court rated as a national service window

The labor dispute arbitration court of Hechi, Guangxi Zhuang autonomous region was recently rated as the "quality service window of the national human resources and social security system of 2017-19" by the Ministry of Human Resources and Social Security.

In recent years, Hechi's labor dispute arbitration court has been improving its infrastructure construction and implementing innovative service measures.

In 2017, the arbitration court upgraded its service hall, as well as redesigned the arbitration guidelines, risk warnings, and time limit notices to make it more convenient for people to learn about the arbitration process.

The arbitration court also carried out specialized training in service purposes, codes of conduct, and service standards, as well as assigned officials to be responsible for reception, business guidance, and responding to policy inquiries in the service hall.

Since 2017, the court has handled more than 4,000 calls and visits, over 80 percent of which were resolved with satisfaction.

In addition, the arbitration court has established mechanisms, such as joint meetings, mutual attendance at court hearings, alert notifications for special cases, and information sharing, by cooperating with the people's court of Hechi since 2017.

The court also regularly carries out thematic discussions on dispute adjudications to improve the rate of lawsuits ended at first instance. In 2018, the court's rate of lawsuits ended at first instance increased by 20 percent than that of the previous year.

Measures have also been taken by the arbitration court in recent years to simplify and optimize procedures for handling cases, establishing a sound mechanism for filing cases quickly. The court's current processing time has been shortened by 20 percent on average.

In addition, the court opened "green channels" for women and the disabled to safeguard the legitimate rights and interests of vulnerable groups. Since 2017, the court has handled more than 600 cases involving vulnerable groups.

To build itself into a mediation-type arbitration institution, the court has been strengthening the publicity of labor laws and regulations.

In 2017, the court mediated a number of collective labor dispute cases, involving more than 1,000 people and over 100 million yuan ($14.39 million), while nearly 1,000 cases of labor disputes were conciliated in 2018.

The mediation also has led to an obvious downward trend in arbitration cases. In 2018, the number of the court's arbitration cases saw a decrease of 36 percent than that of the previous year.
