Luocheng takes measures to improve business environment

Luocheng Mulao autonomous county in Hechi, Guangxi Zhuang autonomous region has been promoting the reform of its commercial system since last year, with aims to improve its business environment and boost the development of the non-public sector.

A one-stop service window was set up at the county's government affairs center for business start-ups. It simplifies the procedures to three steps, and reduces the handling time to within one working day.

A financial subsidy of 150 yuan ($21.51) is offered for enterprises' first official seal and invoice stamp for the sake of reducing the start-up cost of enterprises. To date, 152 enterprises have enjoyed the subsidy, reducing the start-up cost by 35,760 yuan.

The Guangxi Commercial Registration System was established to promote efficient online registration and declaration of enterprises. In 2019, there were 152 enterprises in Luocheng that finished their registration through the online system.

The cancellation of registration of enterprises was also simplified in Luocheng.

Enterprises that publicize their liquidation group and creditor information through the National Enterprise Credit Information Publicity System (Guangxi) for the required time can complete cancellation of registration at their registration authority with four required materials, namely the application for cancellation of registration, the resolution of shareholders’ meeting, the liquidation report, and the clearance certificate.

Statements of invalidation of business licenses can also be published on the system instead of in the newspaper.

In 2019, 96 enterprises in Luocheng finished their cancellation of registration through the system, while 42 enterprises published their online statements of the invalidation of their business licenses, saving about 20,700 yuan in costs.

As a result, Luocheng added 2,127 market entities in 2019, with a total registered capital of 117,768.25 yuan and 5,850 employees. Market entities of the private sector economy grew by 8.06 percent year-on-year in 2019, while individual businesses rose by 7.53 percent over the previous year.
